Property Manager

Job Description

We are seeking an experienced and motivated and knowledgeable LIHTC Property Manager to oversee and ensure compliance with Low-Income Housing Tax Credit (LIHTC) regulations and other related federal, state, and local regulatory requirements. The ideal candidate will provide leadership and guidance to onsite staff to ensure operational excellence, full occupancy, and exceptional customer service aligned with the organization’s mission and vision.

Key Responsibilities:

  • Ensure full compliance with LIHTC, HUD, Public Housing, and Housing Choice Voucher regulations.
  • Supervise and train property management staff; conduct performance reviews and manage HR-related tasks including hiring and leave approvals.
  • Maintain Touchstone compliance waitlist and ensure accurate vacancy reporting to all stakeholders.
  • Drive financial performance through cost control and zero rent delinquency strategies.
  • Lead marketing and leasing efforts, including open houses, realtor tours, and promotional activities.
  • Approve and process tenant applications, leases, and security deposits; represent the landlord in court as needed.
  • Collaborate on budget preparation and ensure compliance with financial guidelines.
  • Oversee maintenance scheduling, safety programs, and property inspections.
  • Maintain detailed filing systems and ensure accurate rent collection procedures.
  • Develop and support resident services programs in collaboration with support services.
  • Remain current with local market trends, landlord-tenant laws, and fair housing regulations.

Required Qualifications:

  • Minimum of two (2) years’ experience managing LIHTC multi-family properties with supervisory responsibilities.
  • Strong working knowledge of affordable housing compliance, including LIHTC and Fair Housing laws.
  • Excellent organizational, communication, and leadership skills.
  • Proficiency with Microsoft Office and property management software.

Education & Certifications:

  • Bachelor's degree in Management, Business Administration, Urban Studies, Property Management, or related field; or an equivalent combination of post-secondary education and property management experience;
  • Certifications in the following: Housing Credit Certified Professional, Certified Occupancy Specialist, Specialist in Housing Credit Management.
