We are seeking a dynamic and experienced Housing Choice Voucher (HCV) Program Manager to lead and support the daily operations of the HCV Program. In this critical role, you will ensure regulatory compliance, oversee staff performance, and maintain excellent customer service standards. Reporting to the HCV Assistant Director, you will play a key role in managing applicant eligibility, re-certifications, and overall program administration.

Key Responsibilities:

• Manage day-to-day operations related to applicant screening, eligibility determination, and annual/interim re-certifications.
• Ensure compliance with HUD rules, Administrative Plans, and Standard Operating Procedures.
• Supervise and evaluate staff performance, ensuring quality control and data integrity.
• Resolve non-routine issues for participants and landlords, and respond to complaints.
• Monitor and prepare reports to maintain program integrity and compliance.
• Assist in staff development, training, and onboarding.
• Collaborate with IT to resolve software/hardware issues and enhance performance tracking.
• Develop and implement departmental procedures, and represent the department in external communications.

Qualifications:

• Bachelor’s degree in Public Administration, Community Planning, Urban Studies, Business Administration, or a related field, or equivalent experience.
• At least 3 years of management/supervisory experience, preferably with large staff teams.
• Strong knowledge of tenant/landlord law, contract administration, and HUD regulations.
• Excellent communication skills and proficiency in computerized business applications (e.g., Word, Excel).
• Ability to work in a high-volume, deadline-driven environment.
• Housing Choice Voucher Program Management Certification or equivalent within 1 year of employment.

• Valid driver’s license with an insurable driving record.
