Assistant Director - House Choice Voucher Program

Job Description

The Assistant Director oversees compliant and efficient program administration, ensures consistent policy application, and supports high-quality service delivery. The role is accountable for program performance, reports to the Program Director, and is exempt from overtime under the Fair Labor Standards Act.

Responsibilities:

  • Oversee daily waitlist operations and application processing for tenant-based and project-based HCV programs, ensuring timely, fair, and compliant access to services.
  • Manage applicant screening and eligibility determinations while ensuring adherence to HUD regulations and program requirements.
  • Supervise and support staff through work assignment, performance evaluation, onboarding, training, and accountability, including labor agreement administration and leave approvals.
  • Lead process improvement initiatives to enhance service quality, customer satisfaction, and operational efficiency.
  • Respond to and resolve complaints from applicants, tenants, and landlords in a professional, solution-focused manner.
  • Partner with department leadership to develop and implement short- and long-term program goals aligned with organizational mission and values.
  • Maintain and implement policies, procedures, and administrative plans to ensure consistency and regulatory compliance.
  • Represent the program with external partners, landlords, and community organizations to strengthen relationships and support outreach efforts.
  • Prepare operational reports and performance metrics for leadership and support funding, voucher, and grant applications.
  • Collaborate cross-functionally and with IT to improve performance tracking, automate workflows, and enhance reporting.

Qualifications:

  • Minimum 5–8 years of relevant HCV experience required
  • Bachelor’s degree preferred
  • Strong leadership skills with executive-level presence
  • Oversees 7 direct reports; department size ~30 employees
  • High attention to detail and strong research/problem-solving skills
  • Yardi experience preferred
  • Proficient in Microsoft Office
